Military underwater drones are usually formal unmanned underwater vehicles, or UUVs, built for naval missions below the surface.

NAVSEA described Orca as an extra-large autonomous unmanned diesel-electric submarine with a modular payload section. That shows why “underwater drone” is a simpler search term for a complex naval system.

The information-gain point is that undersea drones are not cheap aerial drones moved into water. Pressure, corrosion, acoustic navigation, energy, recovery, and payload safety change the business model.

Extra-large vehicles show the ambition

The Navy said in December 2024 that the Orca XLUUV is one of several unmanned maritime systems programs being developed and acquired for the hybrid fleet.

Boeing describes Orca as an extra-large uncrewed undersea vehicle for the U.S. Navy with endurance, capacity, autonomy, and payload flexibility.

For investors, the ambition is clear, but so is the risk. Large underwater drones look more like defense shipbuilding and submarine programs than consumer electronics.

Survey drones and extra-large vehicles are different businesses

The two ends of the military underwater drone market are different businesses that happen to share a medium, and the mission-roles table above is really a map of that split.

At the survey and mine-countermeasures end sit small and medium vehicles such as the HII REMUS family, where the point of the machine is to take a diver or a crewed minehunter out of a hazardous area. Value there is measured in area covered per day, in how repeatably the vehicle can be launched and recovered by a small team, and in the quality of the sonar imagery an analyst has to work from afterwards. The procurement pattern is recurring and unglamorous: vehicles, spares, training, sensor refreshes, and support contracts that renew.

At the other end, long-duration payload missions of the kind Anduril Dive-XL and the Orca programme are aimed at behave like shipbuilding. Units are few, schedules are long, payloads are often government-furnished, and each test event gates the next tranche of funding. A delay in one hull is material in a way that a delayed batch of survey vehicles never is.

The screening step is to work out which end a supplier actually earns from, because the two produce very different revenue shapes. Award notices at the Department of Defense contract announcements distinguish recurring production and support awards from milestone-based development work, and the segment discussion in a company’s latest annual report on SEC EDGAR shows whether that undersea work is large enough to move the reported numbers at all.
